Informatics at NHS outer north east London

Rob Meaker, associate director of commissioning support and innovation, leads a team committed to supporting the informatics requirements within outer north east London. The team supports the telecommunications, computing and information reporting requirements of the sector along with GPs, ONEL staff, NELFT and ONEL CS.

Effective population health management is a major challenge facing today’s commissioners and the informatics team have been working with our Informatics tool provider to ensure commissioners and clinicians deliver clear, measurable improvements in patient care through the effective use of information. Users of the software tool have easy access to the relevant clinical data to enable them to manage clinical outcomes and health care budgets. Following a recent competitive dialogue procurement, Health Analytics Ltd has been chosen as our information tool.

We have been working with Information for Commissioners (IFC), a workstream of the Department of Health Commissioning Development programme, to ensure the information needs of the Commissioning Board and CCGs are identified and supported. An initial assessment of information needs was carried out to determine the core business roles that must be performed, the activities necessary to perform those roles and, at a high level, the information required to carry out those activities. This assessment will provide a basis for discussion that will ultimately lead to the development of solutions focused on the needs of CCGs.

Throughout this year the team working with our stakeholders in the cluster, have achieved a number of developments which have facilitated the use of latest technology to provide relevant online data access and analysis. Our successes include the COPD template, health checks with public health teams and a pilot in mental health services with Waltham Forest CCG.

Responding to user needs, improvements on the system have been continuous throughout the year. Recent enhancements include the use of tagging, changes in format and layout, A&E frequent flyers attendances and costs, identification of A&E visits in core hours and a direct access tab to the top 1% risk segment for adults.

The team is currently working on four projects on data integration which are:

  1. The integration of RiO data and reporting suite through Health Analytics
  2. The integration of social care data and reporting suite through Health Analytics
  3. The development of a more comprehensive role based access management system on Health Analytics
  4. The development of an integrated care management plan

Included in our new developments are a dashboard for Havering GP practices and work on a demands management scoreboard for Barking and Dagenham GP practices.
